Mission Statement

The primary mission of the Central PA Landlords Association Student Housing Committee is to bring together the principal parties involved in Student Housing. The committee’s purpose is to work together to ensure safe, quality student housing in the City of Altoona and Logan Township.
The goal is to address problems and concerns that are unique to the student housing industry and work toward solving those issues.
Welcome to the City of Altoona
Welcome to our community, and thank you for choosing to continue your education and build your future at Penn State Altoona. Penn State University has a Code of Conduct which we expect you to follow while you live with us. Please be respectful to your neighbors. In addition to this, however, students are only permitted to live in certified student homes within the city. Such homes are inspected by a code officer every three years to make sure that they meet the standards of the International Property Maintenance Code (latest edition). A list of approved certified homes may be found here, and a map of these homes may be found here
Welcome to Logan Township
We would like to take this opportunity to welcome you to Logan Township. Because you have not lived here for long, we would like to take this opportunity to educate you and remind you of a few rules:
Note: We know this message does not apply to the 95% of the students who are here to get an education. This is for the 5% who are not. Don’t ruin the rest of your life by doing something stupid.
1. When it comes to underage drinking, drugs, parties, excessive noise, loitering and vehicle violations there is a ZERO TOLERANCE POLICY in place. All violators will be arrested and will pay the penalty.
2. The Township’s Magisterial District Judge has shown his support of the actions of our Police Department to keep the neighborhoods safe, and has assessed minimum fines of $500 per person per incident. He also has the ability to put you in jail for 90 days.
3. The Township has a disorderly gathering ordinance. If you host, or attend, any gathering that becomes disorderly, you will be arrested. In addition, the landlord will be notified. If there are future violations, both the landlord and the tenants will be fined.
4. Loud, disorderly loitering in a public place is not permitted. Violators who do not leave when told to do so will be arrested.
5. The drinking age in Pennsylvania is 21. No drinking under the age of 21. If you are arrested for underage drinking, your driver’s license will be suspended for 90 days.
6. Public drunkenness is not tolerated. You will be arrested.
7. Harassment, in any form, of your fellow classmates, or neighbors, is not tolerated. You will be arrested.
8. No illegal drugs. If you are caught with illegal drugs, you will be arrested.
9. Obey the posted speed limits.
10. Keep Noise within the specified limits. No excessive noise during the hours of darkness.
11. Treat your neighbors with the respect you expect in return.
12. The Logan Township Police Department makes regular patrols of the area and will do special details which target underage drinking, driving under the influence, and traffic enforcement. They are there to help you when needed, but will also be watching when you do not obey the rules.
13. No littering. Please dispose of litter in approved containers on your own property.
14. Recycling is expected. Please place your recyclables in approved containers on your own property.
We know all these rules and consequences sound harsh, but former student behavior has led the township to increase police involvement.
